The airlines treat all liquids as suspected dangerous goods. They do so to prevent risk to their employees, equipment, and other shipments. Thus, they require documentation such an Material Safety Data Sheet (MSDS) to prove a liquid for shipment is not a dangerous good.
A few liquids are exempt as they are proven Non-Dangerous Goods. These following items are acceptable on DHL even without MSDS:
- Water - tap, fresh, or environmental
- Ready to drink only beverages (except alcoholic, which require alcohol percentage by volume)
- Lotion
- Shampoo
- Hair conditioner
- Body wash (liquid soap)
